Applications unresponsive and PC crashes occasionally

Hi, I am pretty new around here, and I come with issues that I am not sure how to resolve. As for details, my PC Specs:

Windows 10 Pro 64-bit
Intel Core i5 2400 @ 3.10GHz
8.00GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)
Pegatron IPMSB-H61 (Socket 1155)
V185W (1360x768@60Hz)
SyncMaster (1920x1080@60Hz)
3071MB NVIDIA GeForce GTX 1060 3GB (MSI)
111GB Samsung SSD 750 EVO 120GB ATA Device
931GB Western Digital WDC WD10EZEX-00KUWA0 ATA Device


My issues have started a little over 2-3 weeks ago. Sometimes my PC would crash and restart whenever I go into Overwatch or any other intensive game, however after the PC reboots, it runs fine for a while.

As of about a few days ago, due to the extensive crashing, Cortana refuses to load upon startup so I cannot use the search function, and I cannot use various Administrative Tools for Windows, such as Event Viewer, Task Scheduler and Services as upon attempting to run these applications gives me "This app can't run on your PC" with a subtext of "To find a version for your PC, check with the software publisher."

I have scanned my PC with MalwareBytes, and ran a registry cleaner with CCleaner yet none of this seems to resolve any of the above. All of the issues might be due to one issue or a selection of issues, nor do I know if all of these issues are linked to each other. However I would like to at least fix the Cortana and Event Viewer issues, If I can fix that I can at least use it to resolve the first of my issues.

Have you tried booting into safe mode to run an SFC check on any corrupt system files that might be affecting the .evtx files?

Since you have no ability to use event viewer, have you tried to use "Whocrashed" to find any critical errors that caused the crash?

I would throw it on a USB from another computer and install it on the problematic system from there to avoid using any applications. You might be able to find the reasons why the crash is occurring.
