Applying Policy to Users

Hi

I'm trying to apply a restrictions to some of our PCs, for example - removing Run command and my network places. When I do this it applys it to all users who log into this PC. Is there anyway I can apply this to individual users instead. We are currently have an NT4 domain. any help would be appreciated. Thanks

What operating system are the clients that you are trying to make these
policy settings on?
