Apps will only install onto system drive

When i change the pathway of apps to my hard drive they won't install. They will only install onto my system drive(ssd). This is a bummer since i can't install games like Forza horizon 4 because they take up too much space in my ssd. What can i do to fix this? for anyone wondering, my error code is 0x80070005.

That error code is an access denied. Can you write any files to your HDD? Are you trying to write to an existing directory or create a new directory? If existing, do you have ownership ?
