Im buying this cooler on my gigabyte r9 280x.My concerns is the cooling fins on the vram.Somekind glue is used to put them on or something.Someone says you can remove them later, and someone says you can't.Anyone here with personal experience?

The Gigabyte cooling solution is unique and may be as good the Artic Accelero Hybrid. In order to get the little triangles to stay put they may have used thermal tape which is a double sided tape. It will come off but you want to be careful that you don't pull the chip off with it. What ever you do don't just try to pull it off.

Exclusive "Triangle Cool" Technology
GIGABYTE introduces the latest exclusive "Triangle Cool" Technology to reach a better cooling performance. The latest technology combines a fin with a clip module in a special triangle shape. With the original anti-turbulence structure plus the new triangle cooling design, it enhances the efficiency of heat dissipation dramatically by minimizing the flow of turbulence between fans. Therefore, the "Triangle Cool" Technology provides a more efficient air flow for the cooling system.

Ok if you are talking about windforce, its loud and runs too hot load (85'c) thats too much,in my matx case. With thqat accelero it should go atleast 20'c lower

Ok , but the fact remains that removing the triangle fins could be a problem if done incorrectly , I would advise extreme caution so as to not ruin your card. I have used thermal tape before and it can be very sticky since it has to hold something onto the chip without the use of screws or a bracket.
