why don't you try to overclock the card on air, and if you are not satisfied, then try water cooling. i still don't see the point with a regular 760 though.

The EVGA 760 FTW edition is known as a good overclocker, but what I was talking about specifically was that it's just a GTX 760. Most people that watercool their GPU's have higher end cards like a 780 or higher.
One of the issues with overclocking is that some cards just don't overclock very well. They are not all created equal, and some are able to go much further than others. This is what's known as the "silicon lottery".
If you get a 760, I have a feeling the GPU will become unstable before becoming too hot. Generally you can only add roughly ~100mhz core clock speed before the gpu becomes unstable and produces artifacts or crashes, but even at this point the GPU will probably not be too hot. As long as you get a card with good cooling, like an ASUS DCU2 or EVGA ACX cooler, you should be able to max the OC out without running too hot. Especially with Nvidia cards, as they run cooler than AMD cards.
