Arctic Cooling Freezer 64 For Phenom OC?

Will the Arctic Cooling Freezer 64 pro suffice for overclocking the Phenom II X2 550 to around 3.7-4.0Ghz?
And if so, will the temps majorly differ from the stock cooler?

I'd probably still want to buy something like a Scythe Mugen II. That's a 92mm cooler right?
