This may be a very stupid question but how does this work?

its the ARCTIC Liquid Freezer 240, High Performance CPU Water Cooler with Four 120 mm Low Noise Fans, 240 x120 mm Radiator, MX-4 Thermal Compound included if you cant open the link

I'm looking to buy this pc - https://www.awd-it.co.uk/awd-nzxt-h440-i7-7700k-4.8ghz-z270-gtx-1060-6gb-gaming-pc-liquid-cooled.html but I don't really want to have to refill the liquid cooler.

That is an AIO liquid cooler.

You dont refill an AIO.

You use it until 1 out of 3 things happen.

1. Pump failure.

2. Liquid permeation. This will happen to all water loop no matter if it is an closed loop AIO or a full blown custom loop that you build yourself. How long this takes comes down to water temprature and quality of the tubes on the AIO.

3. You get unlucky and the AIO cloggs up due to particles inside the loop due to bad cleaning from the radiator. Wrong anti algea and corrosion mixture in the liquid, etc etc.
