I just figured out that its cooler mounting issue. I removed the mounting clips from the cooler and i put it on my cpu with me holding it with my hand and it worked fine without high temps even on stress testing.
I tried to re-apply everything, backplate, thermal paste (its not even spreading because it doesn't mount/touches the cpu properly) and the issue remains.
Keep in mind that i don't have the external 1700 mounting kit, since it is supposed to be included in REV 7.
