Recently, I took my old processor and heatsink out and installed a new. I plan to put the old processor and heatsink into another machine.

Question - should I remove the old Arctic Silver from the chip/HS and apply new, or can I leave it be and just set the components back together when I rebuild? (Arctic Silver is very expensive here).

The components have been seperated for about 2 months if that makes a difference.

Since the components have been setting around for a couple of months and may have gotten dust or grit on them I would clean them completely and put new arctic silver on them .

Be careful not to put too much , you only need enough to ensure thermal conductance between the CPU and heat sink .

The dust is bad. You also have to worry about evaporation. By this point, the AS will have developed a thin skin, which will inhibit a proper seal. In the future, you might want to use a plastic bag, to protect the TIM.

Or better yet an antistatic bag. You can use the one where your hard drive was packaged.

Things are outrageously expensive here, everythng. It is also, to my knowledge, only available at one place on the island where I live, which is a hefty drive.

I should add the CPU and heatsink I'm talking about were placed into the packaging the new CPU and heatsink arrived in - as such, they have been kept clean dust and grit free, but the package is not sealed so I guess any volatiles could have escaped.

Generally, it sounds like I need to make drive.

Yes, here in Norway, 3.5 grams of AS5 costs abot 10.50$

Still not that expensive, mine has last for a LONG time, and then I have replaced CPU and VGA cooler several times.
