Are all 2.5" enclosures equally capable?

I need something that will get max speed on a 7200 drive (s.black), will any usb 3 enclosure do or do some go slower?

All USB3 enclosures should be able to get 6gb/s, of course the drive you stick in there will never reach that speed. Mechanical drives can't get close to USB3 speeds so you will be limited by the disks transfer rate.

That's good to know. My main concern now is power. Can a single USB 3.0 cable deliver enough of it?

It seems the drive requires 1.15A during r/w but USB 3.0 only provides 900mA... Will it not even spin up?

If your information is correct, then no, it can't power it. The enclosure does say it supports ALL 2.5" drives though. This should be enough to get an RMA if it doesn't work, otherwise look around for another enclosure. Also, most drives require more power at spinup (boot) than when idling or reading/writing.
