Are all AGP ports the same???

I want to buy a new cheap AGP for my 2 year old PII 400.

Has AGP ports changed over time so that new cards cannot function with older motherboards.?

As far as I know they are the same.
If your´e buying a GFX card with AGPx4 then it should work just fine with a AGPx2 on the mobo, although you wont get all the "muscle power" from the card.
The power consumption might be a problem, new cards want plenty of power and if your PSU is to weak, you might experience problems.

To my knowledge any AGP card will work in any AGP port (although not necessarily as fast).
The exception is that some cards require an AGP Pro port, but only expensive professional Open GL cards have this requirement. The only difference with the AGP pro port it that it supplies extra power to the card.

I think a cheap new card should work fine in an older port.
