are all the gtx 1060 are same ?

i wanna know that all gtx 1060 are same right? except for cooling like if i take a zotac mini gtx 1060 will it deliver the same fps as other expensive models ? (msi, evga, asus etc ) ?? and can we overclock every of them at 2000mhz ??

pretty much... its not really in the AIB's interests to make a fully custom pcb for mid tier cards. although some will make short versions for mini itx... but they are rare as the profits are already pretty tight.
so all that will really separate them is the cooler and that may give the card an extra 100-150mhz over stock boost at most which in return may result in 2-4 more fps in some games.
or they will run a little quieter.

Solution
Performance should be fairly similar between brands, though better cooling will generally enable better overclocks, and help make the card quieter under load. Differences in FPS are probably not going to be huge though.

Of course, you also have to pay attention to whether the 1060 is a 6GB model or a 3GB one (which should cost less). In addition to having less memory, the 3GB model also has 10% of its processing cores disabled, which will make it around 10% slower than the 6GB model even when the lower VRAM limit doesn't come into play.

Just to add to HEXiT's reply, there is a difference between 3GB and 6GB models (apart from the memory amounts). The 3GB version is slightly less powerful than the 6GB version due to a restriction on certain features (ie reduced CUDA cores and streaming processes). In practice, it doesn't mean much of a difference but it is something to pay attention to.
 
1. Pay attention to the 3GB or 6GB version. If possible get the 6GB version due to the other differences, VRAM size is not the main issue.
2. Only take from trusted brands: MSI, ASUS, Gigabyte, eVGA or KFA2
3. Pay more attention to the cooling solution than factory OC. Usually, factory OC does related to cooling factor but remember, you can easily OC your GPU on your own. No need to pay all out only for some extra few mhz. The cooling is more important.
4. after you narrowed down to only few choices, take the cheapest among them.
