Are american PSUs useable in other countries ?

Hey guys

I wanted to know if a normal PSU bought in America or in any other country that runs on 120V is useable in any other country that runs on 220V, for example north africa etc...

So, DC to DC designed PSUs are made to convert 120V to 12V, will that work for a 220V tension ?

IF it has a little red switch on the back that says 120/240 then yes....if not then NO...
