Are dual-core CPU's going to be relevant in 2015 gaming?

I've been contemplating whether or not dual-core CPU's will be relevant anymore for gaming. It's 2015 and I feel like people shouldn't be buying them. Some games require a quad-core CPU and won't even boot up unless you have one. I want your guys' thoughts on this.

They will be relevant for low budget gamers. The i3 is a hyper threaded CPU that presents 4 threads to the game engine. And with its high IPC, it can compete with most of AMD's best quad cores in gaming.
I'm on one now with a GTX 750 Ti. In the games I've tried, the card is still the bottleneck.
