Are ebay/reddit Windows 10 keys 100% legit and ok?

I see a lot of Windows 10 keys on ebay and reddit for $20-$25. Are they legit or am I just asking a seller to scam me? It seems a lot cheaper than paying $85+ for a copy on Amazon or at a store. I'm afraid these things are too good to be true.

Think of it this way:
If you saw someone selling 32GB of DDR4 RAM for $20, brand new, and they had 300 lots of this...you'd be suspicious, right?
