Are fluctuating CPU frequecy and multiplier normal?

I tried F-tunning and AMD overdrive to slightly overclock my AMD FX 8350 CPU with Asrock Fata MB. When I check CPU states in Overdrive I see after every 5 seconds it changes. I checked my power setting and min/max processor state is at 100%. Esp multiplier changes between 21 and 7.

This is normal. This is how your cpu saves power when not under load.

This is a normal thing to occur.

The CPU throttles itself to both save power and reduce the heat output. If you start doing anything intensive it will increase to its maximum frequency.

At the end of that day it means your power bill is lower.
