No the sticker is a sticker in the package for your case, if no sticker inside they it may have been opened before. Packaging these days on many components is easily opened, so if say in a store a customer can easily check the item out closer, i.e. check a mobo's CPU socket for bent pins
The RJ V are packaged in a dimpled clam shell packaging and come with a case sticker, with 3000 sticks they are rated at 3000 so you won't be OCing them, that's their spec. Be sure you have a CPU that can carry 3000, i.e. a K model as a CPU OC may be needed
 
I am not sure i understand: is the sticker you talk about a sealing sticker (a sticker that indicates that the product was opened before) ?

About OC, my CPU is i7 6700k. I am not intending to OC it. Its internal speed is 2133. The motherboard is Asus Z170-A and supports also memory speed of 3000Hz. Do I need to OC the CPU in order to get memory speed of 3000Hz ?

A seller I talked to told me that no CPU overclocking is needed, but memory overclocking to 3000Hz is needed since the motherboard default speed for the memory would be 2133Hz. I am not sure how proffesional he is, thus I ask it here.
