Are Hitachi internal hard drives any good?

So I'm building a PC (first time ever) with a limited budget of 650$. I was looking for some cheap hard drives and came across this Hitachi that has a 250GB capacity:

This one is incredibly cheap for its capacity (44$), so if it works well it would be amazing. I also noticed it is a 5400 RPM type, whereas most of the other hard drives are SSD, but I don't really know what that changes (not really computer savvy).

5400 rpm will slow down the computer significantly. Mechanical hard drives are only as fast as their mechanical parts can move. 5400 rpm vs 7200rpm vs 10,000 rpm, the highest rpm (revolutions per minute) will be fastest. SSD, has no moving parts and is significantly faster than a mechanical HD.

You will defiantly notice a huge slowdown with a 5400 rpm hard drive. Even over a 7200.
Hitachi drives are alright. I've had one die on me but that's because it fell over a few times. My 7 year old Acer's deskstar drive has been running just fine, and still works. However, I recommend something like a Western Digital or a Seagate drive.
