Are mCables the same as upscalers?

After watching the LinusTechTips video on mCables (https://www.youtube.com/watch?v=MjJzibFTaqA). It was said (or at least what I thought) that these mCables added anti aliasing. But in the comments a person said all it added was sharpening and contrast. So does it actually add anti aliasing? Or is it just the same as a normal upscaler?

Solution
They are an upscaler, but to ask are they the "same as a normal upscaler?" is an unanswerable question. There has to be some kind of algorithm used to create the "missing" pixels. It seems that the algorithm this upscaler uses has some anti-aliasing properties. Alternateive upscalers were shown at about the 5 min mark on SuperMario. Those upscalers use different algorithms and get different visual results.
