Are my case fans and power supply supposed to turn on without any ram?

I have a question. So I just built my new PC, but I don't have any ram in it, since it hasn't arrived yet. I tried turning it on just to see if the power supply and the case fans would turn on, but they didn't. Is this something to be concerned about, or is this normal? Thanks

It may depend on motherboard, but usually fans should start up when you press power switch no matter if you have ram installed.

yes because the mobo send power to all the components and the run even if you dont have rams the ram stick its' to boot up

So the main power connector wasn't connected securely. Don't know if it's the motherboard's fault, or the power supply's, since it still feels like it's not very secure. Thanks all for the helpful answers
