Are my components to bad to run Overwartch?

I checked if my laptop could run Overwatch with the CanYouRunIt application. And I tells me it should be fine running on minimum atleast.

But even at the lowest setting possible i have a stable 30fps, but it will drop to 10fps occasionally.

Is my system configured wrong or is CanYouRunIt tricking me?
I have a suspicion that my CPU is bottlenecking me, is there anything I can do about it? Other than buy a new CPU.

Specs:
OS: Win10
GPU: AMD Radeon R7 M260
CPU: Intel(R) Core(TM) i5-4210U CPU @ 1.70GHz (at "CPU speed" in the CYRI application it says that I have 2.4GHz?)

CanYouRunIt only compares your system to the required and recommended specs. Since these are almost never accurate, it is likely to be wrong. Unfortunately, if you could not run the Beta version of Overwatch at your desired settings/ framerates, you will not be able to run the game.
