Are my gpu fan dead?

So yesterday I did turn my PC on and saw that one of my gpu fan dose not sponsor all, when I turn my PC on it just go for one spin and stop.
My gpu is 650 ti boost msi twin frozr3
I thought that fan can stays longer than the gpu itself?
Yes I did used to use msi afterburner to put the fans at 60% because people told it will increase your gpu life span, so it msi afterburner who killed my god fan.

That is teh way it's suppose to work, to keep things quiet. Start a game, and the fan will start back up.

User after burner. Manually throttle the fans. If one doesn't spin, it's likely dead.
