When you are downloading a file example a movie that is around 1.5 gigs 18.31mbps is going to download at 2.28 megabytes per second in around 9-15 mins or so. 5.13 mbps is 641 kilobytes upload speed. its pretty good for playing games and for downloading

Your speed looks acceptable but whether its good or not is relative to what you are paying for. As an example if that was my stats I would be very annoyed but if I was paying for talk talk internet or similar I would be very happy with that. My ping is around 6-8ms and a Down speed of 150ish MBps but I pay for that. My mate has stats much less than yours but pays only about £4 a month.
