Are My Specs Good For 2018?

I want your opinions if my specs are good enough for gaming.

My Specs:

CPU: Intel Core 2 Quad Q9400 @2.66GHz overclocked to 3.20GHz
Motherboard: (Gigabyte) EG45M-DS2H
RAM: Kingston HyperX (4GB) 400MHz overclocked to 480 MHz
GPU: (Gigabyte) Nvidia GeForce 9400 GT (1GB)
Storage: 1TB Western Digital WDC WD10EZEX-00BN5A0
And a CD/DVD Drive.

-Intel stock cooler
-Case with 2 Fans (Front And at the Side Panel)

FSB Frequency: (333 Stock) (400 current)

Bios: Award Modular

Any modern games? No. You'd need a complete upgrade; even an i3 would blow that system out of the water these days.

If you got a GTX 1050 you would be able to play most games on low settings but really a new build is in order

Nothing worth keeping. It's time for a new build. Everything is below min spec.

Well, my specs are recommended to play GTA IV but when i run it, it lags and is 16-30 FPS.

Gta IV is one of the worst ports. It needs A LOT more than it's recommended specs to even run at 30 fps.
