I will be going to India for about a month, where I will be in Bangalore and Kolar, KA. Are there any online or brick-and-mortar stores where PC parts are cheaper there than in the US? If not, then which countries have cheaper prices? I am planning to build a PC soon, which is why I am looking for parts.

In regards to PC part prices there is not really any place cheaper then the USA, at least from retailers like Newegg or Amazon. Sure you might find some no-name brand memory or other parts cheaper but you are not going to find that intel i7 for $200 in india, more like $400 (US price is mid/low $300s).

Microcenter in the USA usually has some incredible deals for Intel CPU+MoBo bundles but you need to pick up in-store for the discount.

India has plenty of cheap PC stuff if you do not mind buying the local often-junk-quality brands. Also, beware of knock-offs.

For the most part, I think the USA has some of the cheaper prices for decent quality consumer electronics. If you want generic junk, then India and China are likely next to impossible to beat.
