Question Are Pci-e Thunderbolt 3 cards Intel bound or do they work on AMD Ryzen too?

I am doing a build for a professional video editor and this is my first time doing an AMD build (3900X) and had someone request Thunderbolt 3. The use case is data transfer from external high capacity storage drives. In the past TB3 only has worked with Intel (in my experience) and I was wondering if that has changed. I could see logic going either way for a few reasons. This build is still 6 weeks out so I am not in a rush to know. Please and thank you!!

IF only it were that easy. I know you need the TB header to get the card to work but I have seen people use it on X570 Asrock Taichi mobos which does not have that header. So there is obviously a work around.
