Are some games more optimized than others ?

I am asking this question because I can run BF3 on ultra smoothly on a 1440x900 monitor. But some free to play games like Planetside 2, I can only run on medium settings. So the question: Are games that you pay for, more optimized than free to play games ? If it is true, is it because the developers spend lots of money making these popular games such as the Battlefield series, COD, Assassin's Creed, Elder Scrolls, ect..,so that they are optimized ?

There are tons of game engines that lots of games use, some are good some are bad. They come in all shapes and sizes.

But to answer your question, yes some games are more optimized for certain graphics cards.

Assassin's Creed is horribly optimized. Battlefield is alright in it's optimization. Older games will have better optimizations compared to the newer games. MMOs generally have mediocre to terrible optimizations depending on the engines and what not.
