I would note that looking at sold listing in Europe. For under 100€ you can find a CPU and motherboard combo with a second or even third generation Core i5 CPU sometimes even a fourth generation. Sometimes with 8GB or even 16GB RAM. Similarly you can find first and second generation i7 plus motherboard combos in that price range. Some of the sold combos are in the 50-75€ range.
Just be sure the listings are for used not parts only. Buying combos is best since you don't have to figure out which part is bad if it doesn't work. You just send everything...
What is your budget? Your best bet is to buy one from eBay, but try to get a motherboard that has Socket 775 and DDR3 slots.
I normally recommend ASUS or ASRock, but due to the age of the platform, you will likely find limited availability, so, just try to find a decent one that fits your needs. Make sure to look up the model of the board and it's CPU compatibility list before buying.

2. I know for a fact as I run a Q9400 with DDR2-800 8GB system that the Asus P5QL/EPU is a great solid board.
