If they were properly installed, they should work.

However, no one out here knows how they were installed.

Cat5e cable many times is used for telephone or data.

If the jacks are wired correctly they can be used for ethernet. In general you do not need anything else....of course they must be plugged into something to function. Most times there is a central location all the cable go back to. You would place your router or a switch at that location. The actual details will depend on what you want to do and where your internet connection is located.

I would like to keep my router in its location and I was hoping I could plug it into that cat 5e plug then have any others work off ethernet if that is possible how could I do it.

You need to discover where all of those cables go to.
Utility room, garage, basement...
Hopefully, whoever did that cabling did a reasonable job.

What is at that central point determines how you proceed from there.

If you need to ask you probably need to get a professional installer to validate your cabling. Last thing you to have happen is plug stuff in and watch them get fried, because there is actually live power on the cables. The odds are low that is not the case, but no one can proved it for your from the forums here.

The cables go to my basement and my router in the living room above the basement.

How many Cat5e in the basement?
Do one of those go to the living room, near the router?
(I know I'm asking for magic, but...) Are these cables labeled?
