Are the pins on this used Intel LGA mobo *too* bent? No POST.

I purchased a used, "Like New" (lol) Intel dual LGA2011 motherboard on ebay, and the primary socket arrived with more than a couple bent pins:

Photo of Bent Pins

This is my first encounter with bent pins on an LGA socket, so I'm wondering how fatal this looks to those of you who have dealt with this before. I can return the item, but time is an issue for the project, so I'd prefer to repair it if possible. The system does not POST. Once the PSU rocker switch is flipped, the system attempts to power on unprovoked (without depressing the power button). It doesn't POST - the monitor reports receiving no signal, and the system powers off after about ten seconds. It attempts to boot again unprovoked after a few moments, and the cycle repeats itself.

I have tried two EPS12V PSU's that are both independently verified working, two sets of RAM that work in other systems (one of which appears on Intel's verified list of RAM for this mobo), and I've tried all the various DIMM's. I've tried both onboard graphics and with discrete GPU's, I've tried different monitors, and I've tried different outlets on different breakers. I've also workbenched the system to confirm there isn't a short somewhere in the chassis. The symptoms are exactly the same with all of the above tests. I really hope I'm missing something.

Now, I've successfully fixed bent pins on several CPU's, but this was back in the C2D/Athlon days and earlier when they were spaced further apart (and when my eyesight was better, heh.) I'm hesitant to try to go at this with a magnifier and an xacto knife, so if anyone thinks this can be fixed and has some tips, I'm all ears.

System specs:
Motherboard:
Intel S2600CP4 dual LGA2011 server motherboard
(mobo support page: https://www.intel.com/content/www/us/en/support/server-products/server-boards/dual-socket-server-boards/intel-server-board-s2600cp-family.html)
CPU:
2x E5-2670 (Sandy Bridge, LGA2011) Xeon CPU's
PSU:
Seasonic SS-750KM3 750W ATX/EPS12V (also tried a Corsair AX860i 860W)

Yes, bent pins like can definitely prevent POST.

With a steady hand, a bright light, and a stout pin/toothpick/needle...it can maybe be fixed.
However....that is not "Like New". Not even a little bit.

This was one of my systems a couple of months ago:

After - boot success

Yikes, my pins are in FAR worse shape than yours were. That's got to be it, then.

And yeah, I definitely got hosed on that "Like New" claim. Might see what I can do about returning it, since there are so many bent pins, and maybe even a missing one unless my eyes are deceiving me.

Thanks a lot for the quick reply, and especially for the photos. Definitely contextualizes what I'm dealing with.
