Are the side fans of a case in-take or out-take?

Either, it's whatever you prefer, I usually use them as exhaust because a lot of cases will have the side fan positioned right next to the video card and it helps get that hot air around them out faster. But really, it doesn't matter as long you have both intake and out-take somewhere in your case.

generally intake so fresh cool air gets into graphics card, which then exhausts air out of the case. If your side fan is exhaust, then the graphics card doesn't have as much air intake to cool itself.
