Question Are there any IP cameras with a resonable API?

I have a HooToo camera that needs replacement. I'm using it in a DIY security system. It responds to cgi commands, such as /get_params.cgi]http://[ipcam]/get_params.cgi and similar commands to control tilt, pan and download images. I know some of them have security issues but my cameras are not exposed to the internet. They are being controlled by an application running on the LAN.

I bought a FOSCAM Z2 thinking it might work but so far I haven't found out how. I'm looking for a recommendation on a replacement that doesn't require me to jump through hoops to control and use the camera. Any ideas?

Blue Iris is typically recommended for do-it-yourself IP cameras. http://blueirissoftware.com/

I use it and it's great. I went for the better cameras, Dahua Starlights. Bought them from a guy named Andy in Hong Kong for a good price. You can find him and more answers over at https://ipcamtalk.com/
I neither need or want software. I have my own. What I want is a camera with a published API that I can easily manipulate, preferable via HTTP commands like the old Hootoo I currently have.
