What is the difference between these 2 wheels? Why are their's prices so different?

I'm looking for a racing wheel that has force feedback and foot pedals but doesn't go into the $200-300 price range, any suggestions?

The more expensive one has metal pedals and shift paddles, which probably explains most of the cost difference.
