Question Are these burnt marks on my GPU?

Not burn marks.
But better you replace the heatsink compound.
  1. get a bottle of alcohol
  2. get a pair of glove
  3. remove GPU fan and clean out all the dust from the fan assembly
  4. clean out all the old heatsink compound from the GPU chip side and also the Heatsink side
  5. get arctic Silver.
  6. use thin sandpaper on the Heatsink side of the GPU.
  7. Apply a thin layer of arctic silver (2 mm) on the Heatsink side of GPU
  8. remount the GPU heatsink into the GPU board.
  9. once mounted don't remove any more
10 if you remove you have done everything again from no. 3 onwards.
Then run the GPU and download open hardware monitor and check the temp.
At then download or go to any website that does benchmarking
do it once only.
And after that run the CPU and GPU and use as normal.

Keep an eye on the temperature try to keep it at hovering 40 degrees C ISH
