Are these good CPU temp's?

Finished new build and on idle it's around the low 20's, playing CS:GO it goes up to between 40-70.

Fans are at about 850rpm idle.

CPU temps sometimes jump up quickly but go back down again.

That is Degrees Celcius

That sounds like an intel stock cooler lol Temps are fine. Dont let it get in the high 70's or higher for a long time, and you'll be fine.

Just noticed that while playing CS:GO on max settings the temps rise up to 70 degrees celcius and as soon as I leave the game they drop back to 20-30 in seconds, is that normal?
