are these good temps for the gpu and CPU?

At some point normally parts will try to clock down to avoid further heating, if that fails they will shut down.

74c is not that high for a video card. Some have better coolers(run cooler) than others, but your temperatures do not seem to be an issue.
Those temperatures are fine. Anything less than 80 C is safe for modern GPUs and CPUs (Intel anyway, not sure if AMD is different). Even 90 C won't kill the card outright, but most people would be concerned about affecting component longevity at that point.

i guess i'm fine then. Playing through the witcher 3, during my first playthrough, didn't have any issues. so i'm guessing temps never reached high enough to that point where it would shut itself down.
