Are these legit windows 10 deals that I can install on a new build?

They might work, but they're illegally reselling keys and you might get your key revoked by Microsoft.

If you get one of those, then they will probably work at the start. But over time the seller might sell that same key to more customers, not only to you exclusively, and if a certain limit of activations in a period of time is reached, Microsoft will block the key for new activations. Meaning you can install your Windows fine at first, but after a few months you want to do a fresh install, and suddenly it refuses to activate.
