Are these specs good for a decent gaming PC of this price?

This is OK, but if you want ultimate gaming power and perfomance, then upgrade these items:

Processor: Intel® Core™ i7-4790S Processor (8M Cache, up to 4.00 GHz)

Graphic Card: Nvidia GeForce GTX Titan

Your HDD: Use an SSD for much better performance, efficiency, and less noise. Here are a few:
Samsung 840 EVO 1TB 2.5 inch SSD

The Crucial M550 Series SSD(range from 128 GB-1 TB)

Intel® Solid-State Drive DC S3500 Series(range from 80 GB to 800GB)

WD Black² (Mobile 2.5-inch Dual Drives (120 GB SSD + 1 TB HDD ~ 2in1))

All other specs are good.

The i7 and i5 have the same gaming performance, the i7 has hyper-threading which is used in video editing programs. The Titan is uneccesary, he is gaming, not 3d molecular modeling.
