Are these voltages normal?

Just wanna know if those voltages are normal and if they arent is this an psu issue?

The voltage is fine. IDEALLY, you want to stay under 3.5v, as recommended by intel, but for overclocking purposes, some push it up to 3.9 (I personally wouldnt)

And voltages should be at what at full load? Im using i5 4570 btw so i cant really overclock it anyway.

The voltage doesnt change. Whether at idle or under load it stays the same. Whatever you set it at in the BIOS is what it will run so long as it is powered on.
