[SOLVED] Are these voltages right?

I was looking in bios because my ram is only recognizing half the amount, and I saw the voltages didn't seem right.
The RAM is only showing half the amount in windows and in BIOS.
I tried manually setting up RAM voltage and timings, and XMP with no luck.
I'm Thinking the mobo or PSU are messed up

Mobo: Gigabyte z390 Gaming X
CPU: i9 9900
RAM: Corsair Vengance LPX 32 GB DDR4 3000Mhz (2x16) CMK32GX4M2B3000C15
Video Card: Nvidia 1060 GTX 6GB

The voltages appear to be within specification.

Check that the CPU is mounted evenly! Uneven mounting often leads to memory issues!

It was not the CPU mounting, it turns out that Corsair messed up and put a 16GB kit in a 32GB kit box. Thanks for the help .
