If those voltages are correct they are WAY out of spec. ATX specifications allow for +/- 5% on each rail. That means 3.135V to 3.465V on the 3.3V rail, 4.75V to 5.25V on the 5V rail, and 11.4V to 12.6V on the 12V rail. If these reported voltages are right, you could damage components.
