Are those things standoffs?

It did not have standoffs.
Just those things like this one

Are those alternative to standoffs? They were about 1cm higher that the rest of the backplate. Are they safe or they will ruin my mob?

Yes, they're safe, as long as keeping the board from touching the metallic parts of the case.

they're safe only for whatever board was originally installed. SOME boards skip certain standoff locations, or use alternates (mATX boards tend to do that around the chipset / sata ports hole).

The standoffs have to match up with the screw holes in your motherboard. Aftermarket cases have movable standoffs you switch around to match whatever motherboard you are using. The key is to not have any standoffs contacting the motherboard where there is no screw hole. If a misplaced mounting standoff contacts your motherboard traces or components it will cause a short and can ruin your computer.
