Several people I meet in the game ask me: "Are you ready to partner up?"
But I cannot find a corresponding subject in the dialogbox.
What does that mean?

Sounds like these are people added by a mod as that isn't a standard
Morrowind dialogue. The usual response would be "travel together" but in
a mod, who knows?

Yep, I think you're correct but after several mod's of "servants" i am
totally lost, lol.
Pete, I am in front of Neminda now and he calls me a fraud, lol.
The moon and the star does not impresse him at all.
In the red book are lots of redoran counselors.
Can you tell me what I have to do now?

Ummm, I'm going to take a guess and say you're doing the Redoran
Hortator quest, yes? If so then yes, you need to speak to each of the
councilors listed in the Redoran Red Book and gain their support one way
or another. Neminda is a quest-giver for House Redoran but not a
councilor so you don't actually need her support to be Hortator.
