A motherboard that is capable of ATA66 will work with an ATA33 HDD. Yes, the cable for ATA66 has 80 wires. The connector on the motherboard looks the same. Note that most motherboards have 1 ATA66 and 1 ATA33 connector (primary and secondary), or there may even be ATA100.

Yes, ATA/66 is backword compatible with ATA/33 and IDE modes 0-4, as well. The connector on the cables are the same 40 pins. If you want to use an ATA/66 drive you must use the 80 conductor cable and you must an ATA/66 on the computer builtin or adapter. (Don't ask me how it works, 40 pin connector with an 80 conductor cable).

The 80 wire cable reduces crosstalk and improves signal integrity by providing 40 additional ground lines between the 40 pin IDE signal and ground lines. This higher transfer rate require the use of this cable to support UDMA mode 3 and 4
