Arma 3 Low fps single player with highend rig

my rig:
i7-5820k
evga sc 780ti
8gb ram (only uses about 5 gb in game)
mxi x99 sli p;us motherboard
2 120gb ssd
1tb hdd

Anyways the cpu is overclocked to 4.3 ghz and the 780ti is running stock SC settings but im getting 15-30 fps on certain missions.
In these scenarios i see my gpu is only running at 666 or 824 mhz and rarely at full clock speed in these areas instead of the 1106mhz boost speed.

Is ther something wrong with my card??? why is fps so low when on every other game im 60+ fps.

Arma 3 is poorly optimized my fps on it are bad at times i recommend lowering render distance a bit

it gave me about 5 more fps.. so it helped but i dont think its the solution. currently playing

As the previous guy said the game is badly optimized my favorite youtuber has a better GPU and CPU yet still gets around the same fps as you this theres no way to really fix this issue because its the engines fault
