Arma 3 Low Fps

Hello I get terrible FPS in Arma 3. 30-40 in Singleplayer and 19 or less on most servers. My PC build is more than enough compatible for the game so I was wondering if you guys can help me out. Almost all other games work perfectly fine.
Specs:

Processor: AMD FX(tm)-9590 Eight-Core Processor
Speed: 4.7 GHz
Number of Cores: 8 (I unparked the all)

Video Card: AMD Radeon (TM) R9 390 Series
Dedicated Memory: 8192 MB
Pixel Shader Version: 5.1
Vertex Shader Version: 5.1

I tried making all the settings lowest to Ultra but nothing has worked.
I use these parameters:

-skipintro -enableHT -high -nologs -nosplash -maxMem=8193 -maxvram=4096 -cpuCount=8 -exThreads=7 -malloc=tbbmalloc

My CPU tempatures when playing is 27-35c

Couple Questions,

What is your CPU % ingame ?
What is your GPU % ingame ?
What mod are you playing?
Have you tried starting the game with none of the start up parameters?
Do you have performance issues on other games?

My guess is that you have the settings up too much. Lower most of the graphics settings then increase them one at a time until you are happy. You will probably notice that there are a few that are causing the game to bomb in FPS.

Have you tried adjusting the view distance, and some of the other shader settings in game? The view distance makes a BIG impact on the performance. Also try switching off the AA options.
