arma 3 low fps

I have a gtx 960 that I sometimes overclock to 100 on both and a 4790k oc to 4.4 and 12gb ram but I cant get over 35 fps and vsync isn't on and I'm not sure if its a thing in the bios or I have something wrong but my laptop (gtx 960m and a i7 6700hq 8gb ram) can run it at 60fps perfectly on high and its not connection since I play on the same server. if there is any other specs or anything else you need just ask.

Depends on the scenario/number of people/npcs etc. Even single player will crush a top end system:
