Here is my build:

CPU: Intel i3-4130
GPU: GeForce gtx 660 sc edition
Mobo: msi h87 g43
Psu: cx corsair 500

2 GB ram
Windows 8 OS

I get like 32-35 frames no matter how much I change my graphics around and whenever I move I'll walk fine for like 3 seconds then it freezes and stutters and then turn back to normal and then do the same. How can I fix this?

Well for starters you have a low amount of ram..... If your running big games like that you may wanna have like 4-8 gigs of ram. And also you may wanna look into getting a SSD it may help with stabilizing your frames. And check the amount of watts that are required for your gpu and cpu and your hardware, to make sure that your psu is big enough.

There both storage devices but a SSD is a lot faster. The reason why is because a hard drive can only read and write data at the speed that its disk pin can move. A SSD can read and write data digitally with multiple threads which is why it has higher read and write speeds than a hard drive. it will probably also decrease the time it will take for your computer to boot up. And your software will open up a lot faster and may overall stabilize your fps.

i said stable

Well even if you get better CPU and Ram, people here are right. Arma is arma. Those games fail to run smoothly for all i think. Very very hungry for specs. Even though my pc can run anything at stable 60fps, even Arma2 didn't run stable even with medium settings somehow =/

yes, iv'e seen it fluctuate from 60-70 maybe 55-60 but that's what happens with everygame. You don't get a stable frame rate in any game. FPS always fluctuates a few FPS or so.

Its wierd because i have 2 760's in sli and an i7 3770k. When i play arma 3 i get an average of 70 fps but when i enter kavala and only kavala i get like 30 fps and arma 3 is known for its famous ugly optimisation so i suggest you too try to live with it. I think that maybe upgrading your cpu to a quad core would be a good idea because arma is using 4 cores.

Arma 3 luckily enough is optimized better than arma 2 (halleluer) none the less the optimization is still shit. That stuttering? occurs to me as well and my system is more powerful than yours. It's something we all deal with it somehow

Things that could help with fps is overclocking your CPU. I read arma 2 is heavily intensive on the CPU which is why even my computer can barely manage 60 fps, I'm not sure the same rule applies for Arma 3 but im 90% sure it does. a larger amount of ram may improve fps aswell

well i'm just saying if you want you can go watch some arma 3 youtubers like frankie or devildog, ask them what fps they get or possibly other youtubers. And I already upgraded my RAM plus the problem was fixed a long time ago, just forgot to say.

I recently got arma 3 on sale the other day. It's my first time playing anything like this (been gaming on consoles since nes came out in 89) and I have to say: wow! It's actually makes me want to put my controller down and use mouse and keyboard which I never do. This game is absolutely amazing and reason enough for anyone to switch to pc gaming.

I have also been noticing fps drops and mild stuttering and my system is high end and heavily over clocked. For the most part i can keep 60 fps but at times ive noticed it drop to as low as 35. Through monitoring I've found that sometimes it's the gpu holding me back and other times it's the cpu. I play on ultra settings of course but most games I can get 60 solid and that's with up scaling the resolution. I guess this game is just very demanding like others have stated. The best we can do is adjust the settings and deal with the lag when it comes.
