Question around 30% of my ram is being used whilst idle ( on youtube) some of it keeps getting restored and optimized

ryzen 5 4500
2x8 gb sticks of ram at 3200mhz
1660 super gtx
1.0tb hdd
500gb ssd
it wont let me put the screenshots in but around 30-32% of my ram is being used and my cpu is at around 30-50% all whilst being idle
and between 4 and 5.1 gb of ram is compressed with 10.9gb available, 10.6gb cached and 11.6gb/ 25.4gb comitted
701mb paged and 496mb non paged and 108mb reserved
and my task manager when i open it once just to look at memory usage will automatically close itself but re open itself showing me the actual usage of where its going
the final bit is something keeps popping up in the bottom right of my monitor saying a certain amount of ram released and a certain amount of items stored
i have no idea what any of that means but any help is appreciated

do you have system issue or just don't want the pc using ram for some reason?

Running Youtube is nowhere close to being idle. Chrome and Chromium based browsers are known to use a lot of memory.
That"something" is not a part of Windows, you probably have some program for it which is interfering with TM.

Windows keeps some unused code in ram for the possibility that it could be instantly reused.
That is normal.
