Arris Sgb6700-ac Upload speeds slow/Download speeds normal

Checked with comcast, everything is "good" on their end. Started happening when I turned on Upnp on the modem so I turned it off and nothing has changed.

Turns out comcast had an outage nearby and fixed said outage but because of the outage the modem had been either stalled or forced into a firmware update it didn't need. The modem had to be physically reset by a comcast tech in order to get it working again.
